After reading some of the articles such as the following one, I believe so. I believe he was scammed in a very standard, most likely Nigerian or Malaysian based scams..

I thought a Samoan gay man confessed he was the 'girlfriend', and he did that to have contact with Manti?
Manti did more or less behave the same way a lot of victims of romance scams act...so there are some parallels.
(Lies to family and friends about the relationship, etc)
